Notice: HF2800 and Immediate Changes to Iowa Electrical Installations

House File 2800 (HF2800) passed during this year's legislative session and went into effect immediately upon being signed by the governor on June 2, 2026. This legislation impacts all electrical installations across the state.

Key Changes:

  • Immediate Enforcement: The new law applies to all electrical installations throughout Iowa effective June 2, 2026.

  • Removal of State Amendments: HF2800 completely eliminates the previous state electrical amendments referenced in 481 Iowa Administrative Code (IAC) Chapter 404.3.

  • Strict Reversion to 2023 NEC: Iowa has reverted entirely to the unamended 2023 National Electrical Code (NEC) published by the NFPA with only the exclusions and amendments codified within HF2800 now being applicable . These standards will remain the mandatory minimum enforcement threshold until the 2026 NEC is officially adopted.

Adoption Notice of the 2023 National Electrical Code (NEC) effective July 1, 2025

Permits purchased on or after July 1, 2025 will be inspected to the 2023 NEC. Permits purchased prior to July 1, 2025 will be inspected to the 2020 NEC.
