DIAL’s Workers’ Compensation Division (WCD) administers the workers' compensation system. It serves as the neutral body for resolving workers’ comp disputes. The WCD cannot:

  • Give legal advice to parties
  • Represent a party
  • Refer a party to an attorney

WCD ensures all parties get a fair hearing regardless of whether the party has representation by an attorney. Legal advice or representation is recommended for parties  to a workers’ comp case. Visit the resources page for help finding an attorney or legal advice.

WCD does not pay workers’ comp or unemployment insurance benefits.

New Emergency Rules for Contested Cases

The Iowa General Assembly enacted legislation rescinding Iowa administrative code (IAC) adopted by the Workers' Compensation Commissioner in IAC 876 Chapters 4, 5, 7 and 12. 

Under the legislation, the Commissioner has adopted emergency rules preserving certain provisions of what was IAC 876 Chapter 4, which governs contested cases.

The emergency administrative rules governing contested cases before the Commissioner are codified at IAC chapters 2500 to 2506.
