A person engaged exclusively in the practice of blow-dry styling is not required to obtain a license to provide these services in Iowa. 

Note: A license is required if a person engages in any additional services that are deemed to be the practice of barbering and cosmetology pursuant to Iowa Code chapter 157.

Limitations

  • A person shall not engage in the practice of blow-dry styling except at an establishment that is licensed pursuant to Iowa Code section 157.11 or an establishment located in a residence pursuant to Iowa Code 157.6.
  • A person shall not engage exclusively in the practice of blow-dry styling unless the person has completed a minimum of two hours of education related to Iowa barbering & cosmetology law and rules, including requirements for sanitation, as determined by the board by rule.

Required Education

Prior to engaging exclusively in blow-dry styling services, a person must comply with the following:

  • A person who intends to engage exclusively in the practice of blow-dry styling must complete a minimum of two hours of education related to Iowa barbering & cosmetology law and rules, including requirements for sanitation, as determined by the board by rule.

Scope of Practice

“Blow-dry styling” means the practice of shampooing, conditioning, drying, arranging, curling, straightening or styling hair using only mechanical devices, hair sprays, and topical agents such as balms, oils and serums, and includes the use and styling of hair extensions, hair pieces and wigs. 

Blow-dry styling does not include any of the following:

  • Cutting hair;
  • The application of any of the following:
    • Dyes; 
    • Bleaches; 
    • Reactive chemicals; 
    • Keratin treatments; or 
    • Any other preparations to color or otherwise alter the structure of hair.

Establishment Owner Record Keeping Requirements for Blow-Dry Stylists

Records for employment of blow-dry stylists must include all of the following: 

  • Name and contact information of the employee. 
  • Record of completion of a course on Iowa law, rules and infection control as required by Iowa Code section 157.12C prior to employment.
    • The course must be completed every two years thereafter as a condition of employment. 
  • Hire date, and termination date when applicable.
  • A signed and dated waiver stating that the employee understands blow-dry stylist services may only be performed in a licensed establishment upon completion of a course on Iowa law, rules and infection control. 
    • This waiver must be completed every two years as a condition of employment.
