A manufacturer or distributor is someone doing business in Iowa who either makes or buys equipment or supplies that are specially used for playing bingo or running an electronic raffle. A licensed manufacturer or distributor may sell bingo equipment or supplies, or an electronic raffle system, directly to a licensed qualified organization.

Requirements:
- The licensee must submit a copy of the gambling lab certification of the electronic raffle system with the initial application.
- The licensee must include a copy of the base contract that is used with all qualified organizations using their equipment and/or software in Iowa.

- DIAL must issue a license before any distribution begins. Please be aware that DIAL has a 30-day processing time for gambling applications. DIAL cannot guarantee on time processing for missed deadlines or incomplete applications.
- State law prohibits charging a percentage of gambling revenues for any reason. This includes equipment charges, software maintenance, etc.
- A licensed qualified organization can sell or give away excess bingo equipment or supplies to another licensed qualified organization. (This should not happen on a regular basis.) A licensed qualified organization cannot sublease, rent, borrow, or use another organization's electronic raffle system.
- Bingo cards sold in Iowa must have the manufacturer's name imprinted on the cards.
