DIAL Gambling Regulation

DIAL regulates all gambling that occurs outside of a casino, except Iowa Lottery (part of the Iowa Dept. of Revenue) products or online sports betting (managed by the Iowa Racing and Gaming Commission). The department also regulates the sale of all bingo and electronic raffle supplies and equipment. 

Sports Betting Pools

A sports betting pool is a grid with squares where each one matches two numbers. A winner is picked based on how these numbers match the results of a sports game, following the posted rules. 

A two-year Social Gambling License for Liquor and Beer Establishments allows the licensee to conduct a sports betting pool, provided certain conditions exist. There is no additional cost to conduct a sports betting pool.

NCAA® Tournament Brackets

NCAA® Tournament brackets are legal, without a license, in offices or other locations. They are not allowed in bars or other establishments that serve alcohol. All rules must be followed to legally set up tournament brackets.

–No one can win or lose more than $200 in any 24-hour period.

–All players must be individuals (no agents).

–Games must be fair and honest.

–There’s no minimum age to play.

Annual Gambling Report

All charitable gambling licensees must file a gambling report each calendar year, even if licensed for only one day. Reports are available Jan. 1 for the previous year, and are due by Jan. 31. Late reports must be filed before any new licenses are issued.
