Pursuant to Iowa Code section 155A.46, the Iowa Board of Pharmacy—in collaboration with the Iowa Department of Health and Human Services—has established statewide protocols that authorize licensed pharmacists to function as independent ordering practitioners for specific clinical services.
These standardized protocols are designed to expand patient access to essential healthcare, lower community barriers to treatment, and safely utilize the clinical expertise of Iowa pharmacists.
Authorized Clinical Services
Under this regulatory framework, qualified Iowa pharmacists and registered pharmacist-interns may independently order, dispense, or administer:
- Immunizations & Vaccines: Broad administrative authority spanning routine vaccinations (including influenza) for eligible pediatric and adult populations.
- Tobacco Cessation Products: Independent ordering and dispensing of nicotine-replacement therapies to assist with smoking cessation.
- Point-of-Care Testing & Treatment: Authorizations to initiate CLIA-waived testing and dispense timely treatments for acute conditions like influenza and strep.
Practice Requirements & Compliance
To operate under these statewide protocols, pharmacists must meet strict eligibility guidelines to ensure public safety and clinical efficacy:
- Qualifications & Training: Pharmacists must complete specialized, approved education and maintain active certification in basic cardiac life support (BCLS) with hands-on training.
- Clinical Assessments: Every protocol outlines rigid patient-screening criteria, mandatory identification of contraindications, and clear benchmarks for identifying clinical instability that requires immediate referral to emergency care.
- Documentation & Reporting: Practitioners are required to maintain detailed records of informed consent, log patient assessments, and notify the patient’s primary care provider or report to state registries (such as IRIS) within mandated timeframes.
