Board Overview

On July 1, 2023, House File 652 merged two licensing boards to create the Board of Barbering and Cosmetology Arts & Sciences. This bill created a single scope of practice for barbers and cosmetologists. 

The Board of Barbering and Cosmetology Arts & Sciences evaluates the qualifications of applicants for licensure, and grants licenses to those who qualify. The board establishes rules and regulations to ensure the integrity and competence of licensed barbers and cosmetologists, and investigates complaints for unprofessional conduct. 

The board is the connection between consumers and licensees. As such, the board promotes the public health, welfare and safety. Licensees are responsible for complying with all laws and rules related to the practice of barbering or cosmetology arts and sciences.

Iowa Practitioner Health Programs

The Iowa professional health programs were established in 1996 to support licensees who struggle with impairments due to alcohol or drug abuse, mental health conditions, and/or physical disorders.

The professional health programs reviews self-reports made by licensees to determine eligibility for participation. The programs design individualized health contracts to meet the needs of participant.
