Notice of Intended Action
ARC 6696C has been published as a Notice of Intended Action to amend Chapter 3, “Pharmacy Technicians,” Chapter 6, “General Pharmacy Practice,” Chapter 8, “Universal Practice Standards,” Chapter 18, “Centralized Prescription Filling and Processing,” Chapter 21, “Electronic Data and Automated Systems in Pharmacy Practice,” and Chapter 39, “Expanded Practice Standards.”
- The proposed amendments:
- Implement House Files 771, 2579, and 2169 from the 2022 Legislative Session,
- Authorize licensed registered nurses to engage in the practice of nursing pursuant to a pharmacist’s order for administration of immunizations or implementation of statewide protocols,
- Provide for the issuance of a prescription and resulting dispensation in the name of a school district to obtain a bronchodilator canister, a bronchodilator canister and spacer, or an opioid antagonist.
- Comments may be submitted until 4:30pm on December 20, 2022.

ARC 6685C has been adopted and amends Chapter 23, “Care Facility Pharmacy Practice.”
- The amendment provides a time frame in which a care facility must submit documentation to the pharmacy provider relating to the administration of vaccines provided by the pharmacy for an immunization or screening program.

- The amendment will be effective January 4, 2023.
ARC 6686C has been adopted and amends Chapter 41, “Outsourcing Facilities.”
- The amendments provide:
- More detailed information for applicants relating to the inspection requirement provided in Iowa Code section 155A.13C(1)”e”;
- Clarification on when a change of ownership is determined to have occurred, necessitating a license change;
- Late penalty fees to be assessed when an outsourcing facility is not timely in submitting an application for license changes; and
- A fee to be assessed to a licensee for written verification of a license when the board’s online verification system is available at no charge.

ARC 6687C has been adopted and amends Chapter 14, “Public Information and Inspection of Records.”
- The amendments update the manner in which records are maintained by the board and correct Iowa Code references.

- The amendment provides updated application processes and corrects a cross-reference.

ARC 6689C has been adopted and amends Chapter 10, “Controlled Substances.”
- The amendment temporarily places one substance (a new FDA-approved seizure medication) into schedule V of the Iowa Controlled Substances Act in response to similar action taken by the DEA.
