Rulemaking action by the Iowa Board of Pharmacy has been published in the Iowa Administrative Bulletin as follows:

Adopted

ARC 4796C has been adopted and amends Chapter 2, “Pharmacist Licenses,” Iowa Administrative Code.

  • The amendments reflect changes made to the Iowa Code during the 2019 legislative session in House File 731 regarding the training requirements for health care professionals who qualify as mandatory reporters and include:

    • Abuse education training to be provided by the Iowa department of human services,

    • Individuals who qualify as mandatory reporters must receive training within six months of initial or self-employment and complete at least one hour of additional training every three years, and

    • The training for child abuse and dependent adult abuse may not be combined into one program.

  • The rules will be effective January 8, 2020.

ARC 4797C has been adopted and amends Chapter 10, “Controlled Substances,” Iowa Administrative Code.

  • The amendments temporarily place five synthetic cannabinoids into Schedule I as well as two substances into Schedule IV of the Iowa Uniform Controlled Substances Act in response to action taken by the DEA.

  • The rules will be effective January 8, 2020.

ARC 4798C has been adopted and amends Chapter 13, “Telepharmacy Practice,” Iowa Administrative Code.

  • The amendments:

    • Allow the PIC of a managing pharmacy to designate another pharmacist to serve as PIC of a telepharmacy site,

    • Require the PIC of the telepharmacy site to be employed by the managing pharmacy and be identified on the telepharmacy site’s pharmacy license,

    • Allow training of telepharmacy technicians at the managing pharmacy or at another pharmacy which uses the same technology system, and

    • Require the display of an original pharmacist license of the telepharmacy site’s PIC and the current license renewal certificates of the PIC and any pharmacist who may provide counseling to patients at the telepharmacy site.

  • The rules will be effective January 8, 2020.
