Rulemaking action by the Iowa Board of Pharmacy has published in the Iowa Administrative Bulletin as follows:

ARC 4450C is a Notice of Intended Action to amend Chapter 39, Iowa Administrative Code, relating to immunization protocols.

  • The rulemaking updates the date through which pharmacists may participate in a physician-signed immunization protocol following the Legislature’s future repeal extension to July 1, 2020.

  • Comments may be submitted through June 11, 2019 via the ARC link provided.

ARC 4454C is rulemaking which has been Adopted by the Board and amends Chapters 8 and 20, Iowa Administrative Code, relating to handling of hazardous drugs.

  • The rulemaking sets the enforcement date for entities handling hazardous drugs to comply with USP General Chapter 800 as December 1, 2019, but provides an opportunity for compounding entities to seek delayed compliance approval (for up to 18 months) for applicable USP Chapters related to compounding.

  • The rules will become effective June 26, 2019.

ARC 4455C is rulemaking which has been Adopted by the Board and amends Chapter 10, Iowa Administrative Code, relating to various changes to Controlled Substances.

  • The rulemaking implements PMP registration requirements as mandated by the Iowa Legislature, exempts butalbital products from the list of “Exempted Prescription Products” (resulting in the treatment of all butalbital products as schedule III substances, subject to reporting to the PMP), authorizes hospice employees to dispose of patient medications in compliance with federal law, and updates other rules relating to registration and fees.

  • The rules will become effective June 26, 2019.

ARC 4456C is rulemaking which has been Adopted by the Board and rescinds and replaces Chapter 40, Iowa Administrative Code, relating to technician product verification programs (formerly known as “Tech-check-tech” programs).

  • The rulemaking completely revises the chapter relating to technician product verification programs to update, clarify, and incorporate programs authorized in the community setting. The rulemaking provides requirements for technician qualifications, training, quality assurance, ratio of pharmacist:technician, and record keeping.

  • The rules will become effective June 26, 2019.
