DIAL’s licensing system makes it easy to complete applications and renewals online for those:

  • Conducting charitable gambling,
  • Conducting/allowing social gambling,
  • Conducting amusement concession gambling, or
  • Selling bingo/electronic raffle equipment or supplies.

DIAL must issue a license before any distribution begins. Please be aware that DIAL has a 30-day processing time for gambling applications. DIAL cannot guarantee to process your application in time for your activity if these timelines are not met, or if your application is incomplete. 

License cost and duration: $1,000 per year

Definition

"Manufacturer or distributor" means a person engaged in business in Iowa who originally produces, or purchases from a business that originally produces, equipment or supplies which are specifically used in the conduct of a bingo occasion or an electronic raffle.

Regulations Specific to this License

"Manufacturer or distributor" refers to a person or business in Iowa that either makes, or buys from the original maker, equipment or supplies used specifically for bingo games or electronic raffles.

A licensed manufacturer or distributor may sell bingo equipment or supplies or an electronic raffle system directly to a licensed qualified organization. 

A licensed qualified organization:

  • can sell or give away excess bingo equipment or supplies to another licensed qualified organization. This should not happen on a regular basis.
  • cannot sublease, rent, borrow, or use another organization's electronic raffle system. 

Bingo cards sold in Iowa must have the manufacturer’s name imprinted on the cards. 

What You Need to Apply

  • To complete the Bingo/Electronic Raffle Manufacturer/Distributor application. 
  • Non-refundable $1,000 license fee.
  • The person listed as the Responsible Party must submit the application. 

For electronic raffle manufacturers or distributors:

  • Submit a copy of the gambling lab certification of the electronic raffle system with the initial application.
  • Include a copy of the base contract that is used with all qualified organizations using their equipment and/or software in Iowa. 

State law prohibits charging a percentage of gambling revenues for any reason. This includes equipment charges, software maintenance, etc. 

After You Apply

Once DIAL receives the application with the required documentation, DIAL will review it. If approved, DIAL will mail the license to the applicant. Please note that the license is not valid until you receive it. It is only valid during the period mentioned on the license.
